AIR CON PRESSURE

pressure checked system, no difference in hi and lo side pressures (approx 25psi)no matter what engine speed or control settings. Does this mean new compressor??? or is there a control valve or similar in the system thats faulty.

More likely the car can see 25psi is possibly to low so wont let it start.
