Try this - it sounds like what you want although don't know particular details of it. I got the link from another post here a while back:
http://www.roofbox.co.uk/
Go to bike carrier, vehicle specific. Implies that you can tow a caravan with bikes subject to nose weight issues. It uses the swan neck.
See blurb below copied from website. I haven't tried one and have no knowledge of this company but looked interesting.

MaxxRaxx 5 bike 'Premier' rack, swan neck tow bars, no....Code: MXRS5Our price: from £189.85 Images loading >> Gallery

So what's the big deal about MaxxRaxx carriers? Apart from the clever design features (see below), you can
adapt the racks to fit any type of tow bar
adapt them for use on vehicles with or without a rear spare wheel
tow a caravan or trailer and carry bikes at the same time, even with a swan neck tow ball, subject to nose weight considerations(accessories may be needed - see below)
In other words, they offer a degree of flexibility which other 'hang on' carriers can't match.
This particular carrier is a "Premier" 5 bike carrier designed for cars, vans and 4 x 4 vehicles which don't have a rear mounted spare wheel. (If you have got a rear spare wheel, click Back and choose a different carrier!)
This carrier holds a maximum 5 bikes, and we assume that you are only buying it because your vehicle has a maximum nose weight of 100kg or more. If there is any doubt, please check with your tow bar fitter to be on the safe side.
This is the version for 'swan neck' tow balls; click Back to find the 'bolt on' version. Unfortunately all the swan neck MaxxRaxx are out of stock until mid August at the earliest.
It's basically a 4 bike Premier carrier (MaxxRaxx part no. 10MR44) with the 4 bike top beam replaced with a 5 bike top beam (with a blue webbing strap), and an extra Bike Cradle. Note that the pictures show the 4 bike version.

Here's a silly question, can the bikes not go in the caravan?

Just to confirm, got this from Maxx today:
Hi Rob,
Thanks for your enquiry. You will need the Premier SwanNeck rack for the Discovery 3. You will also need to let us know how many bikes you wish to carry (2,3,4 or 5) and if your towbar will be towing anything with an Al-ko stabiliser in the coupling head.
Regards,
Max

I have to say I think that it looks the best deal on the market, its lockable which my pendle isn't and you can tow with it fitted which I can't. The only bit I'm not so sure about is having it fitted - but that is very minor. All in all a great product I would say. DS3 TDV6 HSE - Silver with Alpaca (old one) Gone
