Nope.

You have a contract between your credit card and PayPal. PayPal fulfill their obligation in delivering the payment service. There is a second contract in place between PayPal and the scammer.

Chargeback only works where the credit card company have lien over/ access to the seller's accounts.

Some card providers "play nicely" in the name of customer service. Many don't.
 I know it's not considered "kind" to say no these days, but no. Just no, ok? And if it's not ok, still no.
