| Dumb question - touch up paint |

I know I should really know the answer to this or alternatively LR could help by adding instructions to the goods they supply
I have bought some LR touch up paint in Fuji white for my D4 to repair a small chip on the bumper
I would appear to have a small tube of paint and also a small tube of lacquer.
I believe I should clean the area and use the paint first and then once dry apply the lacquer.
Am I right and if so has anyone any tips on using the stuff

I always mix them together for small touch ups. If doing one after the other I always find it sits too proud of the chip.
