enabling bluetooth with IIDtool

Can the IIDtool enable bluetooth if it is fitted?
Can the IIDtool enable bluetooth if it is NOT fitted - ie a) you fit an aftermarket Bluetooth module or b) you enable a Bluetooth module that LR fitted (since it is normally cheaper to fit all cars with all options) but deliberately disabled?
