EPB repair

Helping a friend fix a failing EPB. It will not move at all even when freed up. Opened up the Kuster EPB control box, and measured the 12v DC motor winding resistance..... it was only 0.2 ohms which seems pretty low to me. Does anyone have the spec for this? or have measured theirs for comparison....?
