In the end I bought a new cover from LR, apparently the recall-notice thing was for 2016 cars onwards.
Regardless it fits perfectly, much more snug fit now and I can’t see it coming loose.
It’s a different part number: LLR084190 (I think there is one too many L’s, but that’s how it appears on my invoice) which supersedes my original cover: LR051329.

Just a quick update to say the new updated cover is still fitting perfectly, no sign of it having come loose, still feels very secure.

So is mine even after hitting standing water at 50+ mph, it threw water over the top of the car, first thing I looked at was the tow cover spoiler and it had not moved It can when others can't,
It will when others won't,
It goes where others don't.
