Now then.

Mine is 2011 D4, with 2015 Xenons fitted (non adaptive). I was getting flashed in France and stopped with a screwdriver and lowered the height. It helped, but still got flashed.

Last weekend i took my passenger side headlight out, and there IS a lever (quite a long way in the lamp) on the outside of the xenon unit (that is, nearer the front wing side).

Lo and behold, beam now very flat compared to what it was and all is well. I will look at the drivers saide this weekend to see and change that as well.

So, I urge you to have a look and look for that plastic lever. It does NOT look like I thought it would, but is a plastic black lever that is DOWN for Europe and UP for UK. They may not all be the same, but mine does have that lever. I was also told there is no adjustment, but there it is.
