A few years ago (2017) I asked GAP -

When fault reading the code activation details are always wrong, the mileage is up to
800 miles higher than the reading shown on the dash and the date is always sometime in
2014. Even when codes cleared and re-read.

Part of the answer was:-

Some ECU will give an approximation of the odometer value and date.

Also, before the silly data privacy and GDPR stuff this it was easier but if the vehicle has ever (or regularly) been serviced at a main dealer and they’ve plugged it in to the official diagnostic tools, JLR will have automatically collected a lot of information. Stuff that gets recorded include at least where (site/license), who (technician is, if any), VIN, odometer, any codes, etc.

The average dealer can’t access it but the JLR country organization or importer can. Due to data privacy they’ve got trouble sharing the data but at least here they don’t knowingly let someone buy a doctored vehicle. They also do “import verification” (for a fee) where they go through a vehicle from another country if there are suspicions.

Also, while doctoring isn’t illegal (at least here) it does reduce the value of the vehicle especially if it’s 100K km extra. Most dealers don’t want to get into that discussion.
