I think, it is possible to use Pirelli Scorpions on highway whole year in the countries where the temperature always above the zero. Tires doing well on some snow over asphalt, even hard snow, but not on the clear ice! I have got the experience in Russia. I drived with Pirelli tires on minus 10C - everything was OK! The problems appeared only in the spring: day t was + 5...7 and night t had sunk to -5..7 very quickly, and the spots of fresh ice formed on the highway .
Nevertheless, Pirelly Scorpions are excelent on dry or wet asphalt, up to 200 km/h dry and more then 120 wet!
The best winter tires for me are Goodyear Ultragrip Ice. This non-studded tires are made first of all for Canada, but I use them in Russia very successfully.
