We've done Garda and Switzerland many times. Yes you do need 2 vignettes (car + caravan). We tend to use the following route: Eurotunnel. 1 or 2 nights Camping Ter Duinen at Wenduine (De Haan) ACSI site, good for visiting Bruges. Motorway to Brussels, ring road (or via Waterloo connection), E411 south (overnight at the municipal camping Rochefort, also ACSI), Luxembourg ring road (A6/A3), into France A31, overnight municipal camping at Metz (also ACSI), A31, N57 (all dual carriageway), N66 (overnight Rupt Sur Moselle (private site by river very small Euro 12), N66 to Mulhouse, A36/5 into Switzerland. By vignettes at border entering CH. A3/A2 direction Luzern, overnight TCS Camping Sempach. Continue south through Gotthard. Overnight Camping Paradiso Lago just south of Lugano (not sure if still ACSI). Good to visit Lugano, Campione d'Italia (Italian village in CH) and Lake Como area.
All the above motorway in Belgium and France is free, NO tolls. First toll is the vignette in Switzerland. Italy is tolled by distance. There are some good alternative roads, but they do take a little longer. Ask if interested.
We last stayed at Camping Bella Italia (Peschiera del Garda) and Camping Village San Francesco (Sirmione). In both cases you will need to search hard for a large pitch or book well in advance if going in high season. We second taking train to Venice. Very cheap. Not worth taking car. Verona is worth a day trip as well. The cable car up to Monte Boldo is a good day trip out.
Other people also rave about camping on Lago D'Iseo as well, but we've only done 1 night there years ago. Maybe we need to have a look.
We've also stayed on Lago di Caldonazzo a bit further North. Very pretty area and great lakeside restaurants. Last time we stayed on Camping Riviera.
