I think you'll have to cut it off. From the factory tour I've been on, the whole side structure is a single pressing.

The rear quarter panel on my D3 was replaced a couple of years ago due to accident damage.
As it was being paid for by the Southern Ambulance Services Insurance company it was obviously carried out by a body shop.

The panel (eventually) supplied by LR was from the rear door aperture to the Boot opening, and from the very bottom behind the bumper to the channel the roof rails sit in.

From talking to the guys that did the work it was quite run of the mill for them as a body shop.
Again from talking to them I think, although can't guarantee, that it is just a cover panel that is spot welded and bonded in, there is no seam welding of it into the main structure of the body.

Being the drivers side the fuel filler door and latching mechanism gave them some issues.

yes the rear quarters are spot welded together.

The outer skin to the inner skin ,at the factory they are already welded together then both 2 sides get mated to the floor ladder section with the bulk head already attached then the roof after its had its extra supports added goes on last

Any idea how much it would cost to replace this panel?

I've been quoted about £2k to replace this panel and £750 to repair a rather big dent.
