Just to counter our own bias comments, we need to be right to be creditable.
It was not specifically the “Government†but the Commons Environmental Audit Commission that recommended the new Vehicle Excise Duty of £1800 per year. Tim Yeo the Conservative MP chairs that Committee. The Government is reported to have “distanced itself†from that proposal.
Personally I believe the only equitable way is to reduce the Road Fund to that needed to cover the administration of vehicle Licensing and put all “controlling taxes†on the carbon content of the fuel. If you pollute more CO2 you pay more. Thus high mileage in small car is penalised just the same as an equivalent carbon use doing low mileage in a high consumption vehicle. I would carry the same concept into aviation; the ticket cost should reflect the CO2 pollution impact. Then you could chose; your weekend break in New York or a summer of caravanning using your 4x4.
