No power to compressor

United Kingdom 2007 Discovery 3 TDV6 GS Manual Java BlackDiscovery 3

You know under the car by the compressor there is two quick release connecters. One has two thick wire (brown and black) should that have permeant power to the compressor?

Because it doesn't on mine? (Even when car is running)
