Odd headlight issue

My n/s headlight doesnt have the kick up along the top edge of the beam like the driver's side. Had a play last night with the adjustment lever which made no difference but could see the little bit it adjusts moving. Does it sound like new headlight needed?

The bixenon flash flap works fine.
 2006 TdV6 HSE.

The lever is supposed to change the shape of the the light output from "normal" to "flat" so that changing from RH drive to LH drive is correct

Are you sure the lever was moving the shutter, the lever can become detached from it or not move it fully. Try pushing the shutter with thin screwdriver to make sure it moves the full amount.
