PDC Dealer can't seem to fix

Hi, recently bought 06 TDV6 Auto. Rear sensors have never worked. LED and single beep on selecting reverse as you would expect but no further beeps as you back closer and closer to objects/walls. No fault tones. Brought it to dealer and they can't find the source of the problem after 3 hours of labour. No fault codes appearing when using diagnostic equipment. They checked sensors, took rear bumper off to check wiring, substituted a working control unit and checked the wiring between the rear bumper and the control unit and have found nothing, apparently. I'd suspect the sounder if it wasn't for the fact that it does give a single beep on selecting reverse. Dealer wants to book it in again for more investigation work but I'm reluctant to keep giving them cash for no good reason. Anyone got any theories? Thanks.

Why is the dealer charging you if they can't fix the problem?

does the led flash or constant? put your ear to each pdc sensor and listen for clicking, are they clicking?
if they've charged you 3 hours labour they should've found the fault though, they got to the ecu and the rear loom they could of carried out wiring checks and got to the problem
