Hey everyone i live in the united states and know that over in europe they have programmers for the TDV6 and was wondering if they have them for the HSE V8.

I assume that when you say programmers you mean "chipping" to improve the performance. If that is the case then yes, there are programmers out there for the V8 but the gain achieved by programming alone is not worth the money unless you put on other upgrades, which are expensive.
Diesel motors are very easy to "tune" electronically and the results, just for an upgrade, are probably around 25% to 30% across the board to which you can add a bigger intercooler, free flow air filter ie: K & N etc to add more with no effect on reliability or MPG.
Perhaps you should embrace the beauties of using diesel for cars in the States. UK Land Rover magazines, such as LRO or LRM are an obvious source for the companies that offer tuning.

The gains seen through 'chip-tuning' or reprogramming are not specific to diesel engines in any way. It is more to do with the fact that nearly all modern diesel engines are turbocharged (i.e. forced induction) rather than naturally aspirated as is the case with the D3 V8 petrol engine.
A turbocharged petrol engine can also be programmed to give a nice power hike, but as mentioned, almost all modern diesels are fitted with turbochargers and the engines themselves (being diesel) are inherantly stronger and therefore able to take the extra power without causing problems (assuming the drivetrain and brakes etc can take it).
There is a lot of stuff in the market for the TDV6 from the D3/RRS and also the TDV8 from the RRS/FFRR but much less with regards to the petrol V8 - some gains can be had, but nothing very spectacular unless you spend silly money.... 2006 Discovery 3 TDV6 SE Auto Buckingham Blue
