Press the 'quote' button at the bottom right hand corner of the person who you wish to quote.

Also,
Copy the relevant text from the post that you want to quote,
Paste it into the draft of your own post,
Highlight select the text that you want to quote and press the <Quote> button on the tool bar,
Edit the first quote symbol to add the name of the person you want to quote like this [quote="name"], where the name is the name of the person you're quoting.
