Rear Crossmember replacement
Hi I'm new to the site and to owning a LR3 ( 2005)
I need to replace the rear crossmember and was wondering if I need to remove the left and right crossmembers to do so? If I do - how the heck do I get them out?

The part numbers you have posted are for the harmonic balance weights! What crossmember are you referring to?
If you want to remove the harmonic balancers this is not a good idea as they play an important part in the vehicle's comfort level.
If however a bush has failed and they need changing, the rear of the body needs to be raised enough for the weights to clear the gap between the raised body and the top of the chassis rail!
It's a bit involved, and the person doing the work needs to be careful in considering the relevant connections and body mountings which need removal.

My understanding is that as the rear cross member is an integral part of the chassis, so to replace it most likely the body would have to come off, the cross member cut out and a new one welded in.

Yes it is a welded structure but to be honest I'm not sure it's the crossmember that is the issue as the OP includes part numbers referring to the harmonic balance weights.

At what point are they deemed they need to replaced. Are people replacing them with a small amount of rust on the rear side?

No it's only in the case of severe corrosion you would consider replacement. Minor weld repairs are quite acceptable if done to a standard. yµ (idµ - eAµ) ψ=mψ
