Don't bank on it. Ours now randomly works correctly (albeit with a slightly different noise than "normal"), locks on or doesn't work at all!
After trying five different dealers in the Paris area all of whom will be closed for holidays after this week, I found one who is not only open but extremely helpful and who will be taking a look on Thursday.
Demoed the problem to Martin @ GS this morning, and we agreed that the switch is probably just a bit dodgy.
Symptoms:
A light flick upwards often does nothing (where it used to work 100% of time)
A proper press upwards seems to work most of the time.
Holding the button up for 1 second makes the EPB dash lights flash.
Resolution:
Probably a new PB switch.

press and hold the EPB button in the disengage position whilest you turn off and remove the key Ianand theeeeennn......???
At least it can be parked without the risk of locking up like that!

Mine locked up this morning just as I was about to bring the motor in for a service.Turned off ignition , waited until it went asleep , held down the EPB paddle in disengage position , switched on ignition , back in action again.
I think it was Slimer who made me aware of the temporary fix during a similar EPB tantrum way back , cheers
I asked that it be inspected and cleaned whilst it in.

So mine finally died....
Drove from Aberdeen to Liverpool the other night, on arrival (1am) I noticed a strange smell from the rear right hand wheel, as it was late I did not investigate too much.... Next morning I got in the car for a short run, part way there I got a loud squeaking noise from the rear offside wheel and noticed the range display was plummeting, called LR assistance, the guy was out in 20 mins (great service) and confirmed it was toast.... literally, the brake disk had gone blue it had got that hot (like tempered steel)... So off it went on a truck... I have been given a FFRR TDI V8 vogue... what a car... problem is wife wants a swap.... the engine is fantastic.... forget the 3.0 V6, lets get the V8 in the D3
So heading back up to Aberdeen on Tuesday.... hope I am taking the FFRR.... all the rear brake assemblies need replacing due to heat damage.... the back wheel was coated black in brake dust... why cant LR just make a proper handbrake for the D3?

Because it's the oily-rag EPB that was 'qualified' after two muppets at Eastnor drove round on a mule with it fitted for half a day and said it 'would be OK'
Hands up who thinks that Eastnor is the holy grail of LR testing?

Ours has just gone from screamer to dead in one swift move! Well, it's either dead, i.e. EPB doesn't apply, or it sometimes applies itself at some time much later, when it feels like it, then refuses to release and has to be manually released.
Just called two local dealers, who can't do anything until September because everything in this, er, country closes for August
Finally found the most helpful dealer we have ever come across in Normandy who even did a service and replaced the washer bottle at the same time as fixing the EPB.
It needed a new "module" (?) and was done foc under warranty.
