The central 4x4 display shows the central & rear diffs uncoloured when the Terrain Response is off, but become coloured green when in snow/ice mode & then red if activated. Does this means that the diffs are effectively completely inactive when in non-terrain response? If so, in current snow conditions, should we be running with terrain response on the whole time?

The diffs will lock if needed even in Normal mode. Only they are not as 'primed' to lock as in some of the other modes. In some modes they are locked or primed to lock very quickly.
Today with the TR set to normal my D3's back end started to go and the thing just locked the centre diff and straightened up... no DSC light or TC light, just a gentle feeling of someone grabbing the back and pushing it straight again. I was on a very light throttle all the time BTW.
Run in Grass, Gravel, Snow if you feel that having a reduced throttle response will help avoid wheel spin. If you do feel a sideways slide, don't lift off completely or immediately, leave the throttle ever so gently open. Else it will just slide and not even try to correct itself. Gentle throttle is of course the key in icy conditions. Grip is also required on at least one or two wheels
The system works best if as many driver inputs as possible are being used... it then 'knows' what you are trying to achieve and will attempt to correct the situation and keep you moving in the direction you intended to go... physics allowing of course

That's fine, that was what I was wondering ie that even in Normal the diffs will lock if needed - just a shame that the 4x4 screen does not then show that they are locking when in Normal
