In some countries, driving with headlamps on is compulsory. Not to do so incurs a heavy fine, not so much fun when on hols. My D3 comes in a few days so dont have a user manual / owners handbook yet. So, question:
Is it possible to set the lights to be permanently on when the engine is running ? Can I do this myself or does the dealer have to set it up ?

I believe yours should already be configured to have the lights come on in drive and reverse, if not it is a dealer selectable thing.

In my country one has to always use the headlights. On my wife's Volvo XC70 the lights turn on when she turns the key which is great. Can I or the dealer arrange this on a MY 06 TDV6SE?

The dealer can enable that for you. In Switzerland they do it by default with all new cars nowerdays ...

yes, the dealer did this with my car and it is excellent.
during day the lights do NOT turn
during night they turn

I meant lights on all day and all night with the engine on; they turn on at nightfall right now just fine. Aren't all Discos equipped with auto lights in all countries?
