Are the wheels falling off? Shaking all over!

Hi everyone, happy new year.

I've had a little enforced bed rest for the past 3 months but managed to get out in my lovely disco for the first time in ages today.
I was delighted how it came to life after 3 months on my drive but soon found a horrid problem.

The steering! It wobbles! Not in a balance weight missing vibration kind of way, more a pulse through the steering wheel. It felt very similar to when I had a brake callaper binding a bit only this time there is no heat build up on the new brakes. Its a consistent pulse maybe a fraction worse around 40mph, visable on the steering wheel as a 10mm movement, just as you lightly start to apply a turning pressure to the steering wheel. There's no knocking or any undue sounds just this terrible pulse. I've checked tyre pressures and wheel nuts and given everything a bit of a shake but nothing seems loose.
I know it's impossible to diagnose by my description but a few pointers on how to track down what's causing it would be really appreciated.
My SE has gone from the best thing I've ever driven to a bit of an uncomfortable nightmare.

 Narpy Grill, tinted windows, Smooth leather wheel (TLO Group buy), ACM fitted (thanks TLO), Rear door loom and Row 2 & 3 audio switch upgrade, RRS 20" wheel change, 285 Cooper LTZ's Sat Nav Mod (until I get a Faultmate upgrade), Front & Rear lamp guards. 4x4 screen now switched on - Woody32, Follow me home reverse lights - woody32, Auto release EPB - Woody32. Off Road Navigation - Woody32. Remap + EGR's switched off. Full chassis clean and Waxoyl.

If it was okay before you laid it up, it could be a rusty patch on the disc after sitting for 3 months in the winter weather. Some heavy braking and general use may clear it up, if not, you might need new discs and pads. Is it worse when braking?

Yeah I thought flat spots, 3 months isn't that long tho, the tin tent sits about for longer without trouble.. I did give the brakes a good work out to clean up surface rust..
Could it be rubber bushes maybe? Thinking the worst here as its quite a substantial wobble..
What's the clarkson phrase? Oh yeah, drives like its been in an accedently.. A big one! Lol.

EPB shoes rubbing on the drums. I have had this a few times as it is like running over ripples on the Tarmac. I usually just pull over and engage the EPB and then disengage and then everything is ok. It has been mentioned a few time on here and unlikely to be the brake discs.
