LR3 faultyEGR cooler cause bubble in coolant expansion tank?

Can a faulty LR3 EGR cooler cause bubble in coolant expansion tank which would look like the symptoms of a blown head gasket?

If so - anyone have any advice on how to diagnose which of the 2 is indeed the fault?
