What about the internal temp sensor? You might need to get someone with an IIDTool to help (or if you have one?) to check the sensor readings. It might be that it is reading so high that it always cools. What happens if you hit the 'Max' button that turns on all the heated elements and directs hot air to the screen? Do you get hot air from the windscreen vents?
