No. The red strap is to put the gear selector in Neutral, there is also a tab you have to turn through to the horizontal.
The EPB release is under the drip tray which you still need to remove (two phillips screws i think) and then you will see a loop of wire which then needs to be pulled upwards.Uncle Ray's spare wheel protector

Do you need to operate this if you are being towed or do you just put in neutral ?

Yes, needs to be locked in N.
If the car is being towed and N is selected on the rotary gear change the car will try to reset the selected gear to P so this strap needs to be pulled and the gears locked in N.
