Looking inside the alloys of the D4, looks like the hubs are develeping a good number of rust spots. Anyone else had this problem before I start hassling the dealer...??

I have noticed the same after this winter.
 overuse of salt.

Hubs have to work in the most harsh enviroment, one minute cold n wet, then the heat dicipates from the brakes, you'll never stop the rust.

By hubs I guess you are refering to the disc bell.
JLR current coat these in a cheap material using zinc dust as the sacrificial corrosion agent. The material is crap when compared what could be used, however like everything in the automotive industry it is made to a cost.
The coatings for this type of material are applied too thin and are only design not to rust whilst sitting in the showroom or dealer forecourt.
O/E builders like McLaren, Bentley, Lotus tend to use a much better material- I could bore you for hours on the technicalities, for the sake of everone else I won't 
The cost difference is about 30-40p per disc to someone like JLR.
My advice is to moan at the dealers, they may not be very switched on and replace these for you (it will mean more work for Brembos Polish plant.) if they won't and you want the hub /bell to look nice, wire brush them down, put a coat of a Zinc rich paint on and then a coat of something like smooth hamerite. Do not paint the braking face or the hub (wheel) mounting face (The rear discs have a raised area in the centre of the hub which should not be painted, outside this is may be covered.
The best finish as used by Mclaren etc is a zinc flake which you can coat all over the disc, and is design to come off with out effecting the pads within 5 -10miles of use. this material should give 3-5years of normal use and upto 10 years of limited use.
The photo below show a Geomet finish, which is a type of zinc flake, these are D3 front discs and also show the difference between the std and V8 disc

All true, but I have had several new cars and never had such a rapid development of rust as on the D4.
Then again, the salt used this winter set an all time high for this area; I find that a larger problem than the hub design.

Before you rush back take a look at your picture again.
You will see the top of the locking cap has also gone rusty, this is in a different coating for both the bell and locker to corrode in a similar manner so early in the vehicle life indicates to me the vehicle has been either standing in water, near the sea or has been jet washed with a strong cleaner. (presuming the nut have not been swapped onto your vehicle)
either way I would be after discs and all the wheel nuts, as you may get rust staining behind those stainless cap on the other nuts. Formerly shiny moose

painted mine with rustproof hammerite and been fine ever since that includes calipers
looks as if LR uses or nor protective coating on there

As said above, try painting the surface with something like QD90.
This resists a certain amount of heat and will look much more pleasing upon the eye.
I'm sure if you got down underneath the thing and looked at the Chassis the rust on that would be much more alarming, it's probably because you can see the surface ?
That said and again as pointed out I noticed the corroded locking wheel nut first

IMHO, For £5o,ooo that shouldn't happen, paying that sort of cash you shouldn't have to be getting a
paint brush or spray can out to stop rust, after such a short time, no matter how much salt was put down.

I didn't spend 50k on a LR but I think a D4 HSE new costs that, the Landmark costs 46k and I dont
think they put different wheel nuts and hubs on a basic D4, and I wasnt knocking anybody for
painting them there selves, just saying they shouldn't have to do it IMHO!!!

Discs and nuts as the same parts as the D3 all models (most overseas markets do not get locking nuts apparently)
the rear dicss on my 2006 which have done 75k are less rusty than those, the locking nuts I ditched a long time ago. Formerly shiny moose

Update - the car went in yesterday for a number of warranty items (nothing major) and was returned with brand new discs and locking nuts without a murmor of a quibble.
