Checked mine yesterday and it DEFINITELY only neutralises the paddle shift in D or S when you pull on the PLUS paddle for about 2 seconds. This is a safety feature I suspect, as it could never by mistake over rev the engine, which could happen if you managed to fool it whilst pulling the MINUS paddle and got a down change by mistake.
I agree with Blue if yours doesn't work like that, then you have a problem.
