Tow bar electrics no ignition switched wire

I installed the cable loom for the 13 pin tow bar electrics.
Oddly when checking for power at the towbar fuse box, the number 2 fuse, that should have an ignition feed, has permanent power on it.
According to the manual only number 3 should have permanent power. But I have permanent power on both 2 and 3. Is this common?
Is there anybody with a 13 pin tow hook connector who can check if the top blue fuse is ignition switched or has permanent power in his car?

According to the wiring diagram, the top 2 fuses should be constant Live.

The ignition supply to the trailer socket comes from the top fuse, which then goes via a relay which is operated by the ignition switch.

Thanks for your comments.
According to the owner handbook, the top fuse is for the brake lamp,
Assuming that where you mention 'the top 2 fuses' this refers to fuse 2 and 3 on the fuse box, it makes sense: Constant live on the fuse only to be ignition switched with a relay after the fuse box.
Do you by any chance know where this relay is located?
I was looking for an easy point to get my ignition power. If the relay is far away, I will get it from the back of the 12 socket. Need to remove a panel to get at the back of the socket though.
