vacume butterfly in inlet

vacume butterfly in inlet

I have a vacume operated buttefly valves in the inlet manifold which only covers one of the two inlet ducts but it seems not to be connected any one know what they were for?

THese are used when the engine is fitted into the Jaguar.

Valves are closed at low RPM I expect
