I think there is a fibre washer to make captive an intermediate steel washer. Likely a simple spring washer will also do the job. Stainless fasteners are, in the wrong location, overated for the reason given. Grease has worked for me for 15 years.

Ahhhhhh. All bolts now off thanks to a 2 foot breaker bar and some Plus Gas Fast Release.
However, in hindsight , I think it was down to the breaker bar which needed to "break" the grip of the special washers. Everything turned out to be already covered in copperslip so there was minimal corrosion.
The bolts do look special as they have serrations under the head. They appear to be one half of the nord-lock pair hence the need for a breaker bar.
