Do Disco 4's have stop/start? Can it be turned off?

Some don’t, some do. Depends on model year.
On those that do it can be turned off.

MY14> has it, also has a lot of features missing that a pre MY14 has got, to name a few: no cornering lamps, no driving lamps, manual heater if not using air con, etc.
 It can when others can't,
It will when others won't,
It goes where others don't.

Usually turns itself off after a few months, mine has never worked and without any fault lights Very Happy there is a lot a criteria to be met for it to work, won’t work until engine is up to operating temp, in hot or cold weather, when aircon is on, if either battery is not fully charged like after a 200 mile trip, if the brake is not pressed hard, if the fuel light is on etc,etc.
