Hi aman, and while not anywhere near conclusive, but for the voltage to eventually rise to 14.7v, it could be the reg but it also could be a bad earth connection.
There is a known problem with the D3s, where the earth comes off the engine block and earths to body, up behind the plastic wheel arch.
It’s a pain to get at but they do corrode and then become a problem.2008 TDV8 RR Lux + 2009 D4 2.7

Hi again Aman, I suggest you check all your connections and the reasoning behind this is that, again, while the reg might be the problem, but from experience, if the voltage is low initially and then rises, this can be caused by a loose or corroded connection point.
While the connect point is cold, it causes a fair amount of resistance once the alternator is running, but after a while, this resistance will also cause a “hot spot†.
This “hot spot†will then heat up the loose connection point, causing the components to expand.
The connection then becomes tight and you get a decent current flow and voltage level.
So if convenient, first try looking for a loose or corroded connection while the motor is cold.2008 TDV8 RR Lux + 2009 D4 2.7

Did you ever track down what your issue was? I'm chasing my tail with an electrical problem and I also note my transmission power supply voltage is sitting at 7v.
