That is an example of the Brexiteer press retweeting a rather non-Brexiteer tweet of the hall without Theresa May on the stage.
Indeed, the non-Brexiteer press that tweeted the image could hardly be more non-Brexiteer, coming from Brussels-based politico.eu (the hint is in the domain)

Guess for Trump they were all there to hear about big red buttons, his understanding of what the EU is and how it works or other amenities

EU has now published its negotiating position for the transition period
