sorry but my understanding of electronics leads me to disagree.
a bulb is pretty arcaic ... a piece of wire that gets hot generates light .... fundementally a overheated resistor.
an LED is a diode, and requires a certain amount of power to 'turn it on' or operate it.... my grey cells seem to recall .7v drop across diode but Im not sure, anyway... point is if for example operating a diode required 10mA then the 40/130 figures would become 30/120 which brings you from a ratio of 1:3.25 to a 1:4 ratio... and is suspect the filament bulbs because they are so inefficient wouldnt be a straight line relationship of power to light output anyway so the 1:4.2 ratio you mention would certainly be lower.... Ie 1 21W bulb woulnt generate as much light as 4x5w ones. There is also probably a resistor in series with the LED (as they would just burn up if you whacked the full voltage of the vehicle across them) which will mean such a direct comparisson is just not possible.
I think its far more complex than comparing differences in ratios of power for filament bulbs and current draw for LEDs. I suspect the answer lies more to do with directional and spectral issues as 10fc mentioned..... you have to remember the LED may actually be making more light but a more focused beam whereas a bulb is more scattered but would take full advantage of the reflectors and any prisms etc in the design of the cluster. theres a lot of variables now my head is aching and i will go back to work 2004 TDV6 HSE Auto Zambezi Silver

Like many things ....the proof is in the pudding The best way is to make a direct comparison of a standard D3 sat next to a D3 with LED's ...and see for yourself.

We already know the LEDs are not as bright as the standard brake lamp.

Had a Citroen Saxo run into the back of my Freelander once. Two broken lights on mine, the damage to his was enormous! His headlights were pointing downwards! Imagine a Prius vs D3... Disco 5 HSE Lux

especially if you can fit a rear bullbar type thing.
reminds me of the old trick to off someone who is tailgating.... with lights on, accelerate as you flick on rear fogs... assuming theyre positioned near brakelights usually results in tailgater slaming on anchors only to see you gain an infuriating lead in their race for the imaginary 1st place. 2004 TDV6 HSE Auto Zambezi Silver

I used to have one of 4 windscreen washer jets aligned to just miss the screen, anyone tailgating got a bit of spray & they soon backed off!
