Right I have hit a problem
When locking the flywheel with the tool inserted in the hole with flat sides should number 1 piston be at TDC?

I guess if the flywheel isn't bolted on in the correct place it wouldn't be !

No I have checked that the flywheel only fits in one position and if you move it round to the next set of holes the piston would still not be at TDC.
The crank has a Dowel hole that's used to align the sensor ring, when checking on the back of the flywheel you can see a witness mark for the hole which shows the flywheel is fitted correctly.
It might be that land rover keep the piston down slightly from TDC so that no damage is done when turning the camshaft.

Well checked with LR No.1 piston is not supposed to be at TDC its held back a few degrees to prevent the valves hitting the piston when installing the camshafts.
The belts have now been fitted and engine turns over ok.
